It was reported last October 10, 2006 that a bingo operator from Windsor said that the bingo industry is already dying so he decided that he wants to replace his business with a Texas hold'’em poker establishments despite a moratorium from the provincial officials on new gambling businesses. The operator of Paradise Bingo at Dougall Avenue, Mike Duval, is organizing a meeting at the Caboto Club tonight for non-profit organizations; many of them suffered a big drop in their profits in the last few years due to competitions from casinos and the smoking ban. He wants to convince them to support his idea to build low-stakes bingo halls, as many as five in their community, and be able to employ about 600 people and recoup all the profits that they have lost over the past few years with the implementation of the smoking ban. Mike Duval has seen the number of bingo halls in Windsor dropped from 12 to just four in the last 10 years. Three more bingo halls have folded up since July 2006 according to Mike Duval. The victims on this on-going crisis are the charities themselves, who rely heavily on the profits that they earned from these bingo operations to supplements their projects for the community.

Mike Duval further reiterated that with this situation, it is only reasonable that charities find another ways to earn and poker is a feasible solution to this problem. He also wants to get the support of the city council before bringing up his proposal to the province. A spokesman for the Minister of Economic Development David Caplan said that the government of Ontario is sticking to their decision to temporarily halt gambling expansion in their province. But spokeswoman Amy Tang said that the group could still make their proposal but it would be at the discretion of the government to accept it or not due to their current decision to halt gambling expansion in Ontario.
